The Civic occupies the upper levels of International House in Brixton. The twelve storey tower built in the 1980s was formerly used by Lambeth Council as offices.

Proposals include internal alterations to the 10th and 11th floor and a new 200m² lightweight timber and glass enclosure to the 11th floor which wraps around the existing cores occupying unused roof space.

Planning permission has been granted for the new additions and change of use for the upper levels. The new and refurbished spaces will accommodate a number of uses across 1,564m²  including work, education, exhibition and dining with 360° views over London. These views in conjunction with the existing features of the building provide the framework for the architecture and interior design. The proposed lifespan of the scheme has also influenced the design. The material pallet is reduced and detailing is as concise as possible.

The structure and construction of the new rooftop enclosure utilises extremely simple but robust detailing with as few interfaces and material junctions as possible. The laminated lumber structure is sized to be pre cut from standard 12 metre lengths to reduce waste and transport. Transparent elements are clad in single glazing which acts as window, fascia and parapet in a single uninterrupted sheet. Opaque elements are clad in corrugated fibre cement boards which overlap, requiring no cuts on site or removal of waste.
